Saying you're sorry is an incredibly good thing to do. Even if your actions show that you are, explicitly saying it to the wounded party is far superior than contrite actions alone.

But contrite actions alone are better than words alone. And remedial actions are better still. And best of all is being aware enough and genuinely-would-be-sorry enough to not do it in the first place.
